If this penalty wasn't charged, then the cooling off period was used. In which case, the money should have been returned to you (to a non-ISA account) without interest and you'd be treated as never having that ISA.
Unless provider e.g UBL does not pay interest during 14 day cooling off period the money should have been returned to original source ( as you say) with interest.

Below is taken from YBS, most providers are the same, I previously cancelled West Brom BS ISA within 14 day cooling off period and was paid interest for the time they had the funds.

Can I cancel my YBS Cash ISA?

You can cancel your account if you change your mind within 14 days of applying. We'll refund your money along with any interest you've earned, and you'll be able to pay into another Cash ISA in the current tax year. There's no notice period or charge.
