RAC turned up without correct tools then charged me for tow home

However, if the OP has a driveway, that would suggest a road. There must be some parking on the road nearer to the OP's house than somewhere that requires a tow home - even if it is a lengthy push. Also, if the attempted fix was near to home, the OP could leave the car, walk home, get the necessary tool, go back and finish the job.2 -

It does seem a bit odd to pay for an RAC membership just to borrow a tool that would cost much less to source than the membership, and the OP already has at home....I want to go back to The Olden Days, when every single thing that I can think of was better.....

No recovery service will consider attempting to extract snapped bolts on the side of the road.
This kind of stupidity and level of entitlement is the exact reason my father left the AA c 40 years ago !.2 -

I could have left my car on this empty side road, got a taxi home and returned the next day with the tools to fix it.
But for some reason thought joining the RAC and using their tool was a better option.
Unfortunately, the RAC didn't have the necessary tool.
He could have driven home and repaired the car at home.
He could have phoned home and asked 'somebody' to bring him the tool he needed by taxi, if necessary.
But he didn't.0
