AM Parking and Parking Collection Services - The gruesome twosome


I was hoping for some advice. I'm the registered keeper of a vehicle that was parked by an individual other them myself in a older residents care home permit only carpark resulting on a Notice to Driver being applied to the car's windscreen. Naturally I appealed covering lack of Keeper Liability and forbidding signage. Interesting to note that the compound allows visitors (the driver was there to see a resident) 20 minutes to attend to residents needs although this isn't reflected in the signage.
Along with my appeal I noted that a pcn number wasn't printed on the ticket. About three weeks later they e-mailed back requesting a copy of the Notice to Driver so they could trace the incident whilst informing me that a keeper couldn't appeal a Notice to Driver. I put them right and refused their kind request.
Over two months passed and still not having heard an appeal outcome I received a Notice to Keeper from Parking Collection Services (I believe another name for Debt Recovery Plus) acting for AM Parking . I'm trying to work out if this is a debt recovery letter dressed up as a Notice to keeper ,or just something I should ignore and inform the BPA of AM's attempt to extract money during the appeal period. Strangely the document mentions the PCS appeals procedure, needless to say AM have negated any possible POPLA appeal die to a time out.
The PCS "Notice to Keeper" seems to have added another £20 to the original NTD.
So I'd be interested in anyone perspective on this...

Please show the letter/email refusing to let the keeper appeal, and please show both sides of the PCS NTK that adds £20.
I want to show these to the MHCLG as classic sharp practice.

Thank you for your recent email.
Could we ask you to supply a picture of the PCN that was issued so the matter of the PCN number being missing can be looked into by ourselves.
We notice that you as the keeper are appealing a ticket on vehicle (Notice to Driver) Parking Charge and at this stage it is the driver that is liable and must appeal within 28 days of the Notice to Driver being issued and only the driver can appeal the charge.
As the keeper of the vehicle we request you to provide the full name and serviceable address of the driver at the time the Notice to Driver was issued.

Just a quick question.
Having already appealed to AM Parking's Notice to Driver would the right cause of action be to not Appeal to the Notice to Keeper as invited by PCS? AM Parking have basically ignored my appeal and left me zero time for a POPLA appeal. If the appeals still open (From the 20th January) and they start chasing any perceived debt that won't look good if they're silly enough to attempt court action, correct?0 -

but AM reporting haven't responded to my appeal almost three months later, so POPLA hopes dashed. Never mind I'll enjoy referring the threatagrams to the BPA when they arrive

Not sure it's worth a mention but the back of the NTK has an type size of about 1mm on printed A4, which is far from legible for most of us!
