Grainy ANPR Image

Options
Got a Parking notice through for an alleged parking offence (Not paying), the Parking Management company sent these images through, Zoomed in myself and you can barely make out the car registration number, is there grounds for appeal here with the image not being clear enough? Not sure if ANPR takes multiple images or just a few..

(Read the Newbie thread and all) Just after opinions here from these images.,

    PPCs generally use infrared images to read plates. These are overview images. Are there other images on the PCN of the plate?

    If that is it and the company is a member of either the BPA or the IPC then you should appeal referencing the private
    parking sector single Code of Practice
    7.3. Use of photographic evidence
    Photographic evidence must not be used by a parking operator as the basis for issuing a parking charge unless:
    a) at least one of the images captured includes a clear record of the vehicle’s VRM to which the parking charge is deemed to apply;

    ANPR takes an image, their system enhances it and interprets it through OCR technology, it is not fit for purpose and banned for use in authority run car parks.
    No "offence" was committed you have an invoice from a private company that alleges you owe them money for damages.
    Who is the PPC?
    Where did this incident happen?
    Does the NTK comply?
    Have tried plan A from the newbies thread?

    They must have been clear enough for someone to be able to read and determine the VRM, apply to DVLA for keeper details and write to the keeper - you!

    Also check their website, log in as if you were going to pay (don't pay obviously) and see the other pics that they will inevitably have on their website just not on the NtK. Worth a look

    Happened in a Private Car Park in a small city (Wont disclose city incase they snooping around here)

    Yeh thing is when the letter came to me no pictures was on there, not even on the website (When going to the payment/appeal page either) So i asked them to send proof and thats all they sent me the 2 images (I had to appeal to them to get them to send me proof they sent those pics rejected it and gave me a popla code)

    That could be used as part of a POPLA appeal.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
