Welsh water 56% increase

I've just confirmed these numbers with Welsh water. Last 12 months paying £31.65, now rising to £49.39, I make that 56% rise.
Welsh water have previously told us our property cannot have a water meter so the old payment is based on the number of occupants, they now tell me the rateable value of the house is also a contributing factor. 
The fact that we are really frugal with all utilities and recycle everything we can makes this such a big pill to swallow. 
Is anyone else receiving this same disgusting increase??

    If you have an unmetered supply there are two options, rateable value or assessed, some suppliers use different terminology but those are the methods. What does your current bill say? Rateable is entirely based on the rateable value, assessed is based on the number of people in the property with rateable value playing no part in the cost.

    There has been an element of mismanagement in water suppliers, Thames Water being the biggest case. However the majority of the increases are needed because we have had decades of underinvestment in water supply, largely caused by the regulator keeping bills too low for several decades. The headline increases might seem high, but our water bills are still too low to provide the required investment in the network. As a guide after the increases over the next few years they will be roughly comparable to those in Western Europe, but still with the issue of them having been far too low for the last twenty or more years.

    Everyone else will be facing similar rises, depending on if they are on rateable, assessed or metered usage, with the increases in costs varying across those three. Though the majority of rational people will not be regarding the rises in hyperbolic terms.
