Fixed charge

in Water bills
I pay both Thames water for fresh water and Anglia Water for waste.
The fix charge for Thames is £78.88.
The fix charge for Angela is £427.45.
Are they over charging me on the fix rate I do not have a water meter as the mains not only supplies my house but 3 others.
Is it worth being metered????
