It's important that members of the Police Force understand the law.
These "fines" are invoices from private companies for transgressions of contrived rules designed to catch you out (that's their business model).
It is often the case that these Private Parking Companies (PPCs) don't comply with the legal requirements and therefore their invoices are invalid.
One key thing is to never identify oneself as the driver.
Popla will (almost) always reject an appeal, because they are the representative of the PPC industry and are not impartial.
It is the biggest ongoing nationwide scam in operation.
There is aprocess which needs to be followed and the folks here can give great advice on dealing with these scammers.
If it does go to court, and you lose, all you have to do then is pay up and that's the end of it.
I cannot understand how nothing is done about these so called 'businesses'. Surely someone should be able to do something about them?! I'm appalled that they are allowed to get away with it!
She is not in the Police yet, she is at Uni studying criminology.....maybe part of the course should figure scammers lime these parking companies!! 🙄😂

Wrongly, IMHO, due to having seen cases like this over the last decade or more, we give Free knowledgable advice on here to victims,  including that infamous red funnel location at the port

In future,  always check the signage and always assume that payment must be made and various rules complied with,  unless it's very obvious that it's not,  in which case time limits and other rules usually apply.  New drivers are cannon fodder to private parking companies in this currently unregulated industry , explain that to her, signs are not just on roads and streets

You cannot do anything if her name is on the paperwork,  as she is an adult ( 19  )  and presumably the data subject here  ?

She could try,  but Parking Eye will reject any communication other than full payment

I really wish I had known about this site earlier! Expensive lesson learnt! Esp re the Red Funnel site, which coming from the IOW, we use a lot.
I think she will def be looking at signs more closely everywhere she goes now!
I just begrudge every hard earned penny to companies like PE. 😤

Thank you to everyone for all your help and advice though, you're all great 😊

All your justifiable concerns/feelings should be spelled out to your MP   -  ask them to contact the relevant government dept. encouraging them to complete the stalled Private Parking Code of Practice which hopefully will damped down this unregulated scam industry.

    I don't understand.

    She isn't paying this!

so she wants to pay the £100 fine as she does t want to risk going to court
    What fine?

What risk? There isn't one and if DCB Legal bring the claim, there will be no court hearing because they always discontinue.

What do you mean, it's an expensive lesson? This will cost her nothing.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Believe me, I don't want her to pay it. I really don't. I will try again and talk her out of it but she's young and scared (they have frightened her with their emails telling her she has to pay or she will get a CCJ). The old saying.....you can't put an old head on young shoulders!
I will show her all your replies and hope it will change her mind 😊

A CCJ is not inevitable,  especially with free advice from here

If it went to court and if she lost in court,  the court gives a 30 day grace period to pay the claimant in full,  to expunge the judgment,  ergo NO CCJ , NO entries on her credit file,  no repercussions

Incidentally, my opinion is that it could even be beneficial to her intended career to go through the exercise of taking it as far as court.
The important message is that this is an official-looking demand for money with threats of dire outcomes which are by no means certain or even likely.

I agree and would urge her to learn.

This is all very easy copy & paste stuff (easier than appealing) but a life experience and highly unlikely to end up at a hearing. No risk.
