I am finding more and more horror stories about the NPM and One Parking solution scams. It looks like it is a common practice for them do not send PCNs and to directly provide the people details to Debt collectors. People are willing to pay easily when they are in fear. It is a full private parking black market.
You mentioned MHCLG above, can we escalate to them too or they do not care like IPC?

We are documenting our case and will write to the local MP, will escalate again to IPC, Trading standards, etc but there should be something more to do.

Honestly I really had big hope on IPC in the beginning but when I saw how they neglected our official complaint and also read their reviews my hopes went down. It looks like they simply defends their members who I guess also pay membership.

We wanted the unfair £170 to be paused and to be sent back to initial and also to have the rights to appeal because the second part of this scam is the misleading and suspicious signage put by NPM.
I am so frustrated and getting more and more frustrated with every debt collection harassment letter (the ZZPS one was the first debt collector letter I saw in my life). We are ready to fait all this scam on court.

PS I am attaching some NPM reviews I found about missing National Parking Management ltd PCNs. It looks like the scam started even an year ago.
It is a full money making scam. They do not send PCNs, do not pick the phone, do not read or reply to appeals and complaints ... they just collect money with Debt collecting agencies that harass people on a weekly base.

Please find attached the the ZZPS email with the attached PCN after our request and also the two letters received from ZZPS.
Naska said:The attempt to appeal below is before the official complaint my husband made on Feb 21st.

My husband attempted to appeal the charge, only to be informed by NPM that the appeal period had already elapsed. However he never received a formal Penalty Charge Notice (PCN) from NPM directly.

He only became aware of the charge after receiving a letter from the debt collection agency (ZZPS):

    Naska said:

We are currently aware of 5 other NPM cases where the people didn`t receive any pre notifications and were sent a direct debt collection letter (the same case as ours). We really cannot understand how such fraudsters can still operate.

    the two letters from GCTT

So they knew you hadn't received the PCN, sent a copy of it but failed to pause the £170 threatograms and failed to make appeal available (as per the intentions of the DLUHC Code, which was somewhat poorly drafted against consumers - expecting them to 'show' the PCN wasn't received - which has left a loophole that the industry are exploiting).

Samuel has replied with his OPS logo (forgot to change it to NPM!).

So in fact, notorious ex-clampers OPS are behind this.

It is also horrifying that GCTT are threatening a CCJ (without explaining that doesn't happen if you defend) and GCTT are described in ALL these letters as 'Certified Enforcement Agents' (the new name for bailiffs) even though they are NOT acting as EAs at this stage. How misleading.

This is merely pre-action phase and certainly not a matter of 'enforcement' (a word I've seen the industry deliberately use to muddy the waters with the Government). It has worked, too. I'm not convinced that the MHCLG can see the difference, which is scary.

Pre-court is merely a reminder letter stage, not 'enforcement'.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thank you! Yes, we saw the One Parking Solution Ltd logo in their reply. That is another private parking company with the same "reputation" as NPM and with the same owner (already exposed by the press for scam). We are currently aware of 5 other NPM cases where the people didn`t receive any pre notifications and were sent a direct debt collection letter (the same case as ours). We really cannot understand how such fraudsters can still operate.

Because it's currently an unregulated industry,  despite the Private Parking Bill 2019 being given royal assent 6 years ago,  which is why we ask people to complain about it to their local MP and to sign various petitions too, plus assist other victims on here too

Please nite, there are NO regulatory authorities,  no regulations,  no authorities,  just 2 private trade bodies

On a side note,  Private parking companies like NPM or not sending any Penalty Notices, it was a Parking Charge Notice,  received or not received

I will appreciate any tips on how the court hearing goes. Also is there any risk for our credit score and when it is applied?

You go through your local MP to get it to the mhclg government department,  plus the MPs in there dealing with the government CoP

What do you mean with initial   ?

The IPC trade body have been doing what you said for a decade,  old news , sorry, so you are correct in your assumptions, it won't change anything until the mandatory MHCLG CoP comes into effect  (  its been promised for 6 years   )

You are taking the debt collectors far too seriously,  ignore them,  they are powerless , nobody cares about them

Each company you deal with uses their own credit scores, credit scores are irrelevant,  its your Credit file that matters

If you lost in court,  the courts give you 30 days grace period to pay the Judgment in full, then it is expunged and so doesn't affect your credit file at all,  so never applied due to early payment to the lawyers or claimant

No. Even if you lost a hearing, you'd just pay. This is already explained in the 2nd post of the NEWBIES thread. There's no risk in defending.
