pre loaded debit card wanted

A debit card from a bank would do the same thing - especially if you wanted to pay cash via an ATM Post office or a Branch.2 -

Funding with cash is the problem. Why do you want to do that? You can do it with this one without registration:You will have to pay £3 per month, and the UK version of an EU rule limits you to a maximum of £40 per payment (to limit the usefulness to money launderers). You will also be stung if you make foreign currency payments. The mainstream banks are all worried about being fined for not doing enough to stop money laundering. They do not want anonymous customers.1
