Can I ask why does it have to be a top up card and not a debit card from a bank account?

Have you had a look at the PaysafeCard account? You can top it up at PayPoint locations, as well as supermarkets, and then spend from the PaysafeCard Mastercard. There's a £24,000 annual spend limit on the card, but this could potentially be an option for you?

I mean it can be any type of card really; visa, American express est, so long as I can add money to it in the form of cash. So I can then use the card in shops and online and even withdraw from a hole in a wall half way round the worldHuman Rights Act 1998, Article 10"Everyone has the right to freedom of expression. A debit card from a bank would do the same thing - especially if you wanted to pay cash via an ATM Post office or a Branch.
