pre loaded debit card wanted

Anyone recommend me one that will allow you to top up with cast from say a whole in the wall or a travel exchange counter or say a pay point
Also that allows international transaction worldwide?

Can I ask why does it have to be a top up card and not a debit card from a bank account?

Have you had a look at the PaysafeCard account? You can top it up at PayPoint locations, as well as supermarkets, and then spend from the PaysafeCard Mastercard. There's a £24,000 annual spend limit on the card, but this could potentially be an option for you?

A debit card from a bank would do the same thing - especially if you wanted to pay cash via an ATM Post office or a Branch.
