It appears as though the TalkHome offering, Penny Pro PAYG, is not a true PAYG.
If you look under the T&C's :

To purchase the Penny Pro plan, users must make a minimum top-up of £5. Once activated, the plan requires a minimum spend of £5 every 30 days to stay active.
