    My wife was disabled, but the car was mine, in my name.

    No - I haven't had a clear answer so far.
    I am not in the UK at the moment but will be back on the case once I return.

    Iceweasel: Just bought a new vehicle (>£40k) and aiming to find out in the coming weeks. Waiting for the V5 so can then apply for the refund / exemption, will let you know. It is a bit of a pain with the adverts but this article may suggest there is an exemption ...
