DVLA complaints about PPCs abysmally low. Why?

But in 2012, the DVLA banned a handful of PPCs and DRAs for "suggesting that keeper liability applies when it doesn't".emcwill said:So I escalated to stage 2. I pointed out that they hadn’t addressed the crux of the matter: that whilst the operator had reasonable cause to write to me to ask who the driver was and hence apply for my data, they immediately wrote to me to say that they could hold me as Keeper liable under POFA when they knew they could not, and hence this was a misuse of my data in breach of the KADOE contract and needed an investigation. I further pointed out that the DVLA is the data controller and not the IPC. Unsurprisingly, I have received this predictably disappointing response. I’ve read the KADOE contract and don’t have it to hand as a I type this but am trying to pin down the clauses where this falls short. There is an obligation on the operator to adhere to best practice, but it’s all a bit vague.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Whilst the DVLA collect £millions from buying the motorist data ..... they don't give a damn who they hurt
The ICO think that such a data breach is OK because the DVLA are one of their own
Do not let the DVLA fool you by saying they don't make a profit on a data breach ..... just needs an internet connection, user name and password and you have access to the data base
No different to your Amazon account
Imagine how much Amazon would earn if they charged £2.50 every time you logged in ?2 -
I’m musing on the next step here. My PCNs (which were meritless and discriminatory, let alone non-POFA compliant) have been cancelled so it’s not about not paying a charge. It’s the principle that the PPSSCoP is repeatedly breached, and hence the KADOE contract, and none of those involved care because, as replies state, why would any of them risk the goose that lays the golden egg!
Has anyone here actually complained to the IPC about repeated breaches of 8.1.1(d)? Of course I know they won’t give one, I just want to see what mental gymnastics they use to wriggle out of it. I might give it a go out of curiosity if nothing else.I will also write to the MHCLG via the link the DVLA sent. May as well. And I could send any nonsense the IPC send me there too.Tell me why I am naive to assume it is even possible to complain to the IPC 😅'In penguins and pearls we'll drink and we'll dance, 'til the end of our days, 'cause it ain't left to chance that we win...'1 -

A FOI asking about suspended companies might create some ammo.3 -
May be useful but when DVLA answer FOI requests - on the right side of the screen there are other FOI answers like the following which contains a "suspension since 2022" FOI:-

Would you believe only 3 are listed in that FOI? Three suspended since 2022! And one of those was by the IPC rather than the DVLA! Plus, it doesn't indicate whether any suspensions were for breaching the KADOE contract around Keeper liability.1505grandad said:May be useful but when DVLA answer FOI requests - on the right side of the screen there are other FOI answers like the following which contains a "suspension since 2022" FOI:-
