DVLA complaints about PPCs abysmally low. Why?

    Is there a possibility to break down the complaints by trade association?  I have a strange gut feeling that one trade association may be overrepresented when taking into account membership levels and PCNs issued by their members.

    I’ve just complained to the DVLA (quoting from Single Code of Practice 8.1.1(d)) about Parking Control Management harassing me with their non-POFA compliant nonsense where the land is under statutory control. Received the standard reply. What is current advice to escalate etc?

    So I escalated to stage 2. I pointed out that they hadn’t addressed the crux of the matter: that whilst the operator had reasonable cause to write to me to ask who the driver was and hence apply for my data, they immediately wrote to me to say that they could hold me as Keeper liable under POFA when they knew they could not, and hence this was a misuse of my data in breach of the KADOE contract and needed an investigation. I further pointed out that the DVLA is the data controller and not the IPC. Unsurprisingly, I have received this predictably disappointing response. I’ve read the KADOE contract and don’t have it to hand as a I type this but am trying to pin down the clauses where this falls short. There is an obligation on the operator to adhere to best practice, but it’s all a bit vague.

    The DVLA are the same as the Post Office.  They know there are serious issues, but if at any point they decide to investigate and do their job properly they will be under intense scrutiny about why despite years of valid complaints they have all been ignored and fobbed off.

    As a government agency with income targets they will also be asked why their income from selling data has fallen through the floor.

    If you were CE on a huge salary and a healthy pension would you risk your job for opening the Pandora's Box?
