An authority cannot chose to use TRO's and private parking companies, as High Wycombe found out to their cost in 2015 when the DVLA removed their access to their data base until they removed all newly installed ANPR cameras from their car parks. It cost them thousands in lost revenue.1

FYI found the savills complaints email address, emailed them and the ticket was cancelled pretty quickly.

May I ask what email address you used?
I've only found an online form: savills.co.uk/forms/customer-relations-and-feedback-sales.aspx
(have found complaints@savillsim.com from savillsim.com/documents/savills-im-complaints-handling-process-for-clients---march-2024.pdf , but seems like wrong department of savills)

In case anyone else finds this thread... In response to my own post above I tried SMRCarParking@savills.com (found from another thread on forum) and have had an initial response that seems favourable.
If the process leads to full cancellation will look to update further and add more details and work out how to put on the 'successful complaints' thread2 -

By: Savills (I think as managing agent on behalf of landowner)

Due to tardiness on our part we had not done the appeals route, so just an e-mail complaint (no chats with shops etc).
