PCN Epping forest shopping park

Hi, 

Recently received a pcn from highview parking for a 3h17 minute stay in what is apparently a 3h car park.
I've checked and it looks like the managers are Savills. I saw that someone commented on a thread that Savills are good at cancelling. Is this true and does anyone have a good contact? Their website doesn't give much away

    Depends which town and retail park. There's not one central Savills person dealing with the whole country.

    Anyway we don't have it but you do already have the contact details at the retail park. They'll be on an entrance plinth or welcome sign, at the bottom of the list of units, that everyone drives past without a second look.

    Was the NTK POFA worded or not, when you compared it to my thread of NTK pictures?

    Check that NTK PCN letter to see if it complies with POFA 2012

    If it's owned by the Council the spaces are 'under statutory control', so POFA cannot apply.

    It's not 'relevant land'. Read this and use it in your POPLA appeal as evidence:

    Please show us the NTK both sides.

    I want to show the Government that PPCs are using POFA wording re charges on what looks like non-relevant land. That's misleading and unlawful.

    Albeit I see that North Essex Parking Partnership (NEPP) are responsible for on-street parking in Epping Forest, including enforcement, so maybe Epping Forest DC aren't a 'Traffic Authority' (but that's not for you to point out)!

    Bear in mind this is Highview Parking   ( Group Nexus   )  not Horizon

    I've tried contacting the savills complaints email and will see if anything comes of that.
    I understand the argument regarding popla not being applicable but worry that somehow in this case the council could be seen as a private landowner that an argument for be made that the parking in this case is not provided by a traffic authority or it could be argued that this is private land. Is that possible? 
    If I hear nothing back from Savills I assume I make the traffic authority/relevant land argument as part of my initial response to highview and if that doesn't work continue with it to popla?
