I wonder if the coolant was allowed to settle after delivery? Don't know if its possible to underperform for that long because of this, but if you can unpliug it for 2 hours and then plug it back in. Stick a couple of ice packs in the fridge from the freezer to help keep everything cool.

Just checked and A.I says ...

To allow the compressor oil to settle after moving a fridge, it's generally recommended to let it stand upright, unplugged, for at least 4 hours if transported on its side, or 2-3 hours if transported upright, before plugging it in.

Have you given everything a good clean on the back of the unit ??
With a stiffish brush or a vacuum cleaner.
Quite obviously turn the unit off at the plug and unplug it before doing this ??

I have a tall Beko machine that I got free 2 years ago and since day 1 it is nowhere near as good as my old one.

For example at max setting I can have something like a can of soft drink in it and it feels cool rather than cold and gets to room temperature quickly.

To be clear it is cooling as you can feel the cold on it but nothing feels chilled i.e when you put a bottle or can in the fridge you get condensation.

I get milk deliveries 4 days a week and even if I don't touch them they go off within about 4 days but have a use by of around 10 days after I get them.

I never hear the hum of the motor, unit isn't pushed right back against wall, does feel a little warm at back but nothing extreme.
You say 'a tall Beko' is it a fridge/freezer?
You say 'at max setting' then say 'it was set at 3'.
Is 3 the max. if not churn it up to 5 see if that helps.

Max is 5, I must of nudged it down by accident in the past, it's a tall fridge I got it as sometimes buy YS items (though rarely in past 2 years due to getting a dog, moving somewhere that is further from a supermarket, no buses after 6.30 and breaking my leg, work, etc)  Technically the fridge isn't full it's more I get tall items in it, from regular milk bottles, sometimes 2 litre ones.

Also for cleaning it, looked clean when I last checked it, now and again though water pools under it as that hole inside back of where the fruit/veg tray is gets blocked and I clean it and the water stops pooling, until I worked that out was one time I had that for a month.

When I got the fridge (used) I had it turned off for 24 hours.

At 5 seems a little better, enough the outside of a soft drink bottle is "cloudy"

Could also just be that I live in a hot flat, I live upstairs and my flat even with all windows open is 20-22 degrees during the day just used to old fridges I got rid of that at setting 3 out of 5 was cold, set it to 5 and things basically froze.

A thermometer will tell you what temperature it's working at. Commercially, food is generally supposed to be kept below 8oC so most are set for around 5oC to account for opening and closing etc. If your milk is going off before the use by date then it's clearly well above those temps.
It won't be your flat temperature. FF's are insulated to keep cold in and warm out, would need to be a much bigger differential to have any affect. You need to measure what temp it's at to know whether it's worth keeping or chucking.
