    All the permission says is that i needed to have it professionally installed, to supply an electrical safety certificate for the charger and that the maintenance and its costs are my responsibility

    You'd be expected to 'make good' with the removal work too, probably be disconnecting from the consumer unit and fitting a blanking box where the charger was, filling in any holes etc.

    I'd get a quote from an electrician for either a new install at the new place or removing properly and installing at the new place. I wouldn't be surprised if the prices are virtually the same because most of the cost will be in the labour. If that's the case, you may as well just get a new one.
