Transferring an NS&I ISA

I have an old NS&I cash ISA, which I want to transfer into my new Kent Reliance ISA.
KR acknowledged the transfer request, which was over a month ago now. I've just had another letter from KR, saying that they still have not received a response from NS&I. They say they will continue to persevere until they complete the transfer, but have also suggested I may wish to contact NS&I to request an explanation for the delay.
What's the best way to chase up NS&I?

Can I transfer my NS&I ISA balance to another provider?
Yes, you can. You’ll need to contact your new provider and they’ll arrange the transfer for you – there’s no need to contact us.
You can transfer part of your Direct ISA from one provider to another, regardless of when the money was paid in.
Make sure all the details on your new provider’s transfer form are up-to-date and match those used for your Direct ISA account, including your name, address, date of birth and National Insurance Number.
Surely it is up to KR to chase?

FWIW, the transfer of a Junior ISA from NS&I to a new provider took around 24 days when I did this, just over 3 years ago.
The main cause of the lengthy transfer time is that NS&I don't use the BACs ISA transfer service (so the process involves paper forms and cheques being sent through the post), but this is compounded by the fact that they aren't exactly the slickest, most efficient outfit in the world !

Just to update the thread: my NS&I Cash ISA was finally closed on 25 March, so it took about 5 weeks from Kent Reliance confirming they'd made the request. Need to reset my KR log in to check it's arrived there, but it's definitely left NS&I!1
