I'm planning a trip with my family.  I'm not using a travel agency. I'm an experienced traveller, but this will be the first to
Ime travelling with step children. Obviously I will have travel insurance for all 3 of us. Does anyone know what parental rights I have over a 8 year old? If my partner stays in the hotel, but I take my son overnight.

If you are taking a child that is not yours, in or out of the country, then it’s wise to have a letter of authorisation from one of the parents.

As above, you must get authorisation from the parent as you may be asked to show it at the border.

So the step kids are your partner's kids?

Sorry to clarify my partner has a child. She will be with me but is not physically fit enough to do the overnight stay. She will stay in the hotel, I'm planning to take her son with me on a hike experience which will be in the same country as his mother.

Crossing international borders is where officials get concerned about child smuggling etc. Once in country you'll book on an excursion under one name with the count of adults and kids, no one is going to ask who the kid is to you etc.
