If interest is paid monthly on a cash ISA, can that interest be moved to another non-ISA account without tax liability?

Yes, although once in a non-ISA account, any interest subsequently earned on that money there is subject to tax.0

Yes, assuming that the ISA allows the interest to be transferred out. Some accounts, especially app only accounts require interest to be compounded. However if it is a fully easy access account the interest can be withdrawn but watch for accounts with a restricted number of withdrawals0
