Fine for parking out of bay lines

So I got a private Parking charge from UKPC for parking out of the lines of bay in a B&M car park. 

There was no windscreen ticket, only a letter came to my house which was a notice to keeper. 

I tried contacting B&M to get it cancelled but they said: “ We have no direct control over these penalty notices as they are issued and controlled by the car park management company working with the landlord of the property. ”

I then used the copy and paste appeal from the main thread to the UKPC appeals page. 

Just got the reply to the appeal today and they’ve rejected it. 

They’ve told me I can make an appeal to POPLA. 

I’m not sure what to do now or how to go about appealing to POPLA. 

Would appreciate any help.

    Complain to the site property agents who can cancel it. Their name appears at the entrance to the site I expect, on a sign (NOT THE UKPC SIGN).

    No, there were hitched lines between each space, as I was parked in a child bay. So my parking didn’t affect anyone near me. 

    I had to park like this because it was the only available spot and the person next to me was very close to my bay.

    I can’t seem to find it. It was in beckon triangle retail park if anyone is able to help me find it.

    I had a look at that site. But not sure if that Joe Newton guy at the bottom of the site is the actual site manager.
