With his guidance, I raised the appeal yesterday and got the parking charge cancelled today.
Here is the template which I used:This is an appeal by the Registered Keeper - No driver details will be given.Please do NOT try the usual trick of asking for driver details in order to get around the fact that your Notice to Keeper does not comply with Schedule 4 of The Protection of Freedoms Act 2012.As there is no keeper liability, liability cannot flow from the driver to the keeper and so this will be an automatic win at POPLA. Please cancel this Parking Charge Notice or issue a POPLA code at which point you will auto withdraw.
Also, we usually go to ASDA for shopping but we thought to fully explore the large Tesco store, hence WE were unfamiliar with it and it took time, especially with a toddler. We have complained to Tesco in store and to their CEO and are awaiting a reply. Receipt attached. Surely you aren't there to lose repeat customers for Tesco?
The breach was happened on 1st March but I visited Tesco on 5th and 18th March as well so I attached those receipts also.
Moreover, while raising the appeal, I selected the options 'DVLA Keeper' and Appeal reason as 'Other', just in case if someone wants to know this information.

Thank you for your recent correspondence regarding the above Parking Charge, which we have reviewed.
I can confirm as a gesture of goodwill the Parking Charge has now been cancelled and no further action will be taken in this matter.
Please note further Parking Charges may not be cancelled.
Please note that once the Parking Charge is cancelled the contact details are removed from the Parking Charge and will not be retained for any purpose or shared with third parties. We are, however, required to retain images and appeal correspondence for a period of 2 years by DVLA and the BPA and are not therefore able to delete these from our system.
