New Private Parking Ticket

For years car park has been barrier operated with a ticket machine. Recently driver entered car park and there was no barrier. 75% of car park had construction work going on. Driver did not see any signs to indicate anthing about ANPR being in operation (need to go and check signs) or new ticket machines. Driver left car park after 45 minutes. Yesterday recieved PCN, issue date is 12 days after the breach date and recieved 7 days after issue date so 19 days after breach date. Will obviously appeal but what are the chances or will ir depend on signage.

Which PPC issued the charge?
Where did the alleged event occur? It may have cropped up here before.
Plan A is always a complaint from the keeper to the landowner and the keeper's MP, without revealing the driver's identity.
Plan B is to appeal as keeper without revealing the driver's identity.
Did the NTK comply with the PoFA? If not, then that should be added to the complaints and appeal.
Do you know barrier's were removed? There is supposed to be a bedding-in period with additional signs added before and after the change to Ts and Cs.I married my cousin. I had to...I don't have a sister.

You don't have a high enough post count and haven't been a forum member long enough to edit your own posts so I suggest you report the post that contains your personal data.
You have redacted the dates which normally we would need, however the good news is that the wording on the NTK is not PoFA compliant and incapable of holding the keeper liable. This will be an easy win as long as the driver's identity is never revealed.
Still go for Plan A, but if a cancellation is not forthcoming then the keeper should appeal using the template in blue text from the sticky Announcement for NEWBIES. Add a one liner that since the NTK is not PoFA compliant, and since only the driver who will not be named can be held liable, Horizon should cancel now to save themselves money and the embarrassment of losing at PoPLA.I married my cousin.
