I received a PCN form Ealing council, but I wasn't the car owner at the time. The car needed an MOT before I bought it, which is when the ticket was issued. I bought it from a dealer with the condition that they get the MOT before I handed over any money. So it passed the MOT in the morning and that afternoon I went to the dealer, paid for the car and drove home. I have since received a speeding ticket and a parking fine while it was getting the mot. The street it was parked on is the same street that issued the MOT. I have appealed the ticket and it has now gone to the appeal tribunal. However having looked at the evidence, Ealing council seem to be ignoring the fact that I didn't own the car at that time. The only evidence that I have is the bank transfer that shows the time, but not who I bought it off. They just go on about how the warden saw the car, took pictures, etc. which I don't disagree with, they are right about everything except that I didn't own the car. I gave them the name, address and phone no. of the company, I have tried to phone them but there is no answer. I don't know what else I can give them or if it is worth getting a solicitor.

Might be better going back to dealer & asking them to pay the fines, given when you picked the car up.Life in the slow lane1 -
If it is a council issue, you could visit this forum: -Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on https://ftla.uk (the recently started forum to replace/supplement Pepipoo), as they are the experts on council and police issues. You will need register before reading the FAQs, then posting both sides of your PCN with your query.PrivateCouncilPolice2

The owner is liable, which is presumed to be the Keeper, unless it can be shown otherwise. You need to go to the London Tribunals next.0
