I am afraid these 'special arrangements' shouldn't be happening.

    Why shouldn't they?

a "special arrangement" with the garage because they know he is a trader, where they ensure that they fix any issues to get it advisory free because they know he wants that and will pay for fixes.

Can you not see how open to abuse that is...

MOT test is on a car at that point in time. So without a retest, how is the tester to know (their livelihood is on the line here) that a dodgy garage will ignore the work required & to a standard that would pass the MOT..

Because they are illegal and the mot tester could lose their license.

The mot tester is supposed to act independently and impartially when doing a test and record all advisories diligently.

    They obviously "MOT" it twice.

    1) The first time they check it to MOT standards without logging it in, then once they have the ok on fixing the advisories they do them, then they log it in and MOT it so it passes without any.

I can’t really see anything wrong with this.

    They shouldn't be.

And the tester will find himself going for retraining or losing his licence to test if DVSA catch him.

    or
    2) They MOT it, then fix the advisories and MOT again so he has 2 MOTs, the advertised advisory free one, and an earlier one that shows just how much preparation goes into a vehicle for sale.

They have to make sure that they are recording enough advisories and having enough failures to stay within the curve, but probably 99% of their MOTs are cars that are just presented normally for MOT so there won't be any issues.
    This.

OP has a history of anti-industry posts, perhaps there is a back-story to his angst.

It’s all a load of bull sXXt.
Most mot garages love to put down a few somewhat unnecessary comments or items during the test.
If I drove to my old mechanic, her would put my car through a mot at his local centre.
To avoid this being illegal the test was not able to be finished for eg.
If it looked like it would fail, but pass with not marked points.
The test was stopped car would go back to his garage and be repaired, driven back and passed.
    perfect clean motor.

Last 2 years, first year adblue system was malfunctioning but passed with a reading of 0.00 for emission, but marked for cracked tyres.
My tyres were miraculously healed by themselves,
This year, the same tyres were fine but rust on disk.
    Nail in tyre.
    Emission 0.01.

Just fail more of the people without 'special arrangements' and there won't be any problems. Obviously nothing dodgy about 'special arrangements' with MOT testers.
