    The use of ANPR in this location is not in line with:

    The principle is as follows:
    a)    CCTV style cameras are placed at the entrance and exit to a car park. It is a road, albeit private but it leads to other land, eg Self Storage, J&S Autos amongst quite a few others.
    b)    Timed photographs are taken of the vehicle itself entering and leaving the car park, and also close-ups of the vehicle’s number plate. If you can legitimately go into any of the businesses then how do they book you out of the private road and back in again when you leave the business and finally back out when you go back onto the highway - It is a ransom strip.
    c)    The duration of the stay of the vehicle is calculated from the times registered on the two sets of photographs. - See b above, it is not calculated as parking merely as transit time, in then out, as there is only one gatekeeper camera.
    d)    The driver of the vehicle needs to ensure that they have made enough payment to cover their full stay in the car park, else they risk being required to pay a parking charge notice (which will be mentioned in the car park’s signage). - It is not a car park it is a road that enables passage of vehicles to the many businesses located along and adjacent to the road. Further and by assertion of it being a road, there was no stay in the "car park"! It doesn't advise about transit, it says "Pay on Arrival". Arrival where? You arrived at the business where you had dealings with the business owner. Some obscure signage appears to indicate a "Parking Charge of £100" but as you have to leave the main road onto the side road to be able to see them, one you might only see on the way out and then stop your car, get out of the vehicle to read and try to understand you are already trapped before you have even tried to down load and log onto the app and recover the site code from the entrance sign.

    Now if they were to treat it as a toll road then they might have some mileage, well about 3-400m but I am not sure that has any real legs.

    This is nearly as bad as the airport drop off scam and it really has gone too far!

    Thank you for that great insight. I got a letter from ZZPS and also an email yesterday asking to call them urgently ( no doubt in order to obtain my mobile number in order to continually call me. The following is the reply I sent to their email.I actually hope they do issue a county court claim as I want to attract local and national attention to their methods which is devoid of any rational thinking or empathy and is in my opinion, quite odious..... 
    Good Evening 

    I am in receipt of your letter regarding a parking charge from National Parking Management Ltd which has now included a further £70.00 “administration” fee.

    Please be aware of the following. I will not pay this invoice as I consider it to be grossly unfair and I require  a county court claim in order that I can defend it and use it as a platform to demonstrate the urgent need for reform to private parking practices.

    Given that I have informed you that I will not pay your invoice, any further communication whether by email, letter, or any other means, save for a County Court claim will be treated as harassment.

    Should you now decide to instruct solicitors to issue a letter before claim when I have already informed you that I want you to issue a county court claim form,it will exhibit  another example of unacceptable behaviour and I will use any and all future communication from you or your agents to demonstrate practices which I consider quite odious and a means of developing further revenue streams.

    As a seventy five year old individual with an incurable lung condition, given that I have informed you that I will not pay this invoice, should you or your agents in full knowledge that I will not pay, (except through a county court Judgement) cause further anxiety by continuing  to communicate or by sending a debt collector to my house, it will be brought to the attention of subsequent County Court  proceedings and other interested stakeholders who have shown a particular interest in this specific case.

    NPM are fully aware and evidenced by their own photographs that the entrance to the business I was visiting on Horsley road was blocked by a blue car. It was never my intention to "park" on Horsley Road as my only business was to visit the garage who regularly service my car. Directly outside the garage,Horsley Road is very narrow and as a considerate driver, instead of stopping outside the business which would have blocked the road,  I moved 20 yards, stopped the car where the road was much wider to allow traffic to pass, walked the twenty yards to the garage and asked for the car blocking the entrance to be removed, which they agreed to do. I then walked back to my car and drove into the garage. Total time taken was three minutes and one second. 

    For the avoidance of any doubt, I require you to take either of the following actions.

    1) cease and desist any further communication on this matter, or

    2) Issue a County Court Claim.
