Not able to access HMRC online services

I don't have a computer or mobile phone.

On a library computer, I can enter government gateway user id and my password, but I can go no further because I cannot receive the access codes that HMRC want to send me by phone.

If I am understanding this correctly, I am supposed to tell HMRC online by October 5 if I need to complete a tax return and have never sent one before ( but they wrote to me last week telling me I would need to self assess, and saying they would write again after April 5 to request a tax return ).

I have tried asking the question ( a short version of this one ) on the HMRC community forum, but ' HMRC Admin ' emailed me to say it was too detailed and they would not be putting it on the forum, and with no further advice.

Can anyone please advise what is the best thing to do ?

    You've posted this in the 'Death, Funerals and Probate' part of the forum - is that correct ? 
    Do you have any idea of why HMRC want you to complete a tax return - is it in relation to an estate you are administering ?.

    I think it is to do with interest on savings being above the threshold, having inherited mum's savings last year.

    I think you'll need to find a trusted friend/organisation to help you out.  I had to do this a few days back with a bloke who needed to see his pension forecast and while he had a mobile he didn't know how to get on to the HMRC site and get his gateway ID.  

    So take a friend who has a mobile to the library with you or get help at citizen's advice perhaps??

    Does HMRC still send out paper tax returns?  Maybe you could ask them for one.  The deadlines are stricter for paper returns than for online ones.

    If you want to use HMRC's online bits you are going to need to buy a mobile and tell HMRC what the number is.  It doesn't need to be a smart phone or have internet access it just needs to accept texts,

    Self-assessments don't have to be done online, and the paper version remains an option:

    Yes a library computer, thanks to everyone so far.

    On here Check how to register for Self Assessment - GOV.UK,

    HMRC are saying ' You must register for Self Assessment by 5 October 2024 if you have to send a tax return and you have not sent one before.' ( I assume that post 5 April they will change that to read ' 5 October 2025 ' )

    If I cannot do that registration online, and in their letter they have told me anyway that they will write again after 5 April to ask for a tax return, do we think I can ignore that ' requirement ' to register, and instead just go straight ahead with a paper tax return ?

    I am just wary of not doing the right thing and incurring penalties by not registering etc,

    If yu haven't told them you need to complete an SA return, somebody has as they know about you.

    They wouldnlt send that letter if they did not kbow.

    Is 24/25 your first yer of needing to complet a self assessment return?
