Horizon Parking Charge Tesco - New Wording

Hi all, hope this can be brief and I checked a few of the Horizon posts but seems like they have just recently changed their wording. Can only find one thread similar and asked the OP but had no response.
Context - Stay has been exceeded by over 1hr. Signage on entry from the main road suggests that the parking is Free. It was night time and the retail car park is quite badly lit. There doesn't seem to be any signs where the car was approximately parked facing the vehicle. A small purchase was made in store.
Plan A - has been done but no response as yet from retailer
Plan B - Will send the template appeal, but my question is more which options to correctly choose on their appeal page? Screenshots are at the bottom.
Please can someone advise further, i've done these in the past (8 years ago) so kinda know the process but obvs changed a lot since.
Step 1 - Appeal via Plan A & B
Step 2 - Assume rejection from parking co and be provided a POPLA code?
Step 3 - Gather evidence

Appeal has been rejected and been given a POPLA number. Need to see what the next steps are now. Still hoping that retailer may support with having the PCN cancelled, but no reply from them either.0 -
That first photo on its own doesn't help much at all, its what is on the entrance and in the car park from the PPC and should be in the same lighting conditions as the event.You need photos like this in the dark:3

Thanks @fisherjim i dont live locally so may be difficult to get the pics during the evening, but from memory it is poorly lit and the signs did have algae residue from the trees that are around them.0

No suprise, ive had the appeal rejected and had no support from the retailer despite a couple of emails.
So the next stage is to get a POPLA appeal sorted? In the meantime am I to expect another letter from Horizon chasing the payment? Its nearly been 14 days since they sent the email. Any pointers appreciated.

They won't chase during the POPLA window. Why not just read recent Horizon POPLA threads because we've discussed more than once that they are still folding when people say 'no keeper liability' as one of the appeal points.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
