Of course they can. The rules are expected to apply to people who are not disabled.

The same rules apply to all applicants, irrespective of age, gender, disability...

Why would there need to be an adjustment for a disabled person, they are as capable of getting photos signed as anyone else, especially as the process of validating the photo can be done online (I did one online at the weekend).

I think Brian is suggesting all disabled people are hermits, who never leave the house and therefore dont know anyone.

Which, of course, is absolute nonsense.

If you are still getting nowhere try writing to your MP.
Better to arrange an appointment to see him in person. That way in 2 years time he could verify your identity.

Isn't it time this thread was closed?  The issue has been discussed thoroughly and at length.
I'm aware of the irony of adding an extra post to the tenth page!

It is nice when posters come back and post the result. It would be particularly pleasing in this case if OP found someone that could verify them.

I think that this system should be simplified a bit, especially for people with a limited social circle

When I was last in the Passport Office they could not even follow their own rules. I even have a letter apologising for their failure to do so.

And did this relate to the validation of photos?

    What adjustments would be needed?

    Why just disabled people?

Not being a social butterfly is not restricted to disabled people.
