Update:
Received PCN and believe I have medical mitigating circumstances for making a genuine and small error. Am appealing (also car park signage was bad - have photos) and will send diagnosis letter. Do I need to show my name/drivers name on the diagnosis letter?
thank you

which parking firm, most likely a waste of time1

Car Parking Partnership. I don't have to say the drives name I realise, but I wasn't to share medical evidence - then can I still keep "driver's" anonymity0

£100 for 3 minutes over0

Sorry - terrible typos - I mean - I don't have to say the driver's name I realise, but if I want to share medical evidence - then can I still keep "driver's" anonymity (name redacted for documentary evidence)0

Give it a go with this lot. Irrelevant about the driver.2

The fact you're using the term "mitigating circumstances" means you're on the wrong path. There is no such thing. It's another way of asking for a sympathy or pity discount. You can have lost an arm and they won't cancel the charge.
Think legally. Why is the contract voided by your medical issue? Why couldn't you perform your side of the contact they allege you entered into? Google "frustration of contract".
By all means tell them you in legal parlance why you don't owe a penny, but even then don't expect them to. It's only an invoice remember.
You'd just be laying the groundwork for a defence to a court claim, even though it would be fairly unlikely. But don't make it more likely by failing to acknowledge their charge is anything other than a scam invoice and sounding like an easy victim.

The problem with mitigating sob stories is that 90% don't care and the other 20% are glad. As above, use the law and codes of practice.1
