Myrtle Parade, Liverpool - National Parking Control PCN

Hi,
I have read the newbie thread and the section regarding hire cars and by my understanding, it appears the creditor has failed to notify the hire company within the required time frame.
To give the whole story; I parked my car in Myrtle Street parade car park as I have done many times before and on this occasion went to the KFC. This occurred on the 2/1/25 and I was parked for a total of 19 minutes. As I stated, I have parked here many times before and didn't notice anything different on this occasion to the times I'd parked before (clearly not well signposted).
The first I heard of a PCN for this was via an email from my hire car company on the 24/2/25 stating they had received a representation for a parking charge that day and that I needed to review the details on the National Parking Control Group Ltd website. They stated they had provided the company with my name and postal address and advised that I wait until I received a copy of the fine in my name before submitting an appeal.
I received said letter today (11/3/25) and the date of posting on the letter states 5/3/25.
Can anyone please advise the best course of action for appealing this fine and the templates I would need?

It isn't a "fine" it's a charge or invoice from a greedy parking company, all the info you need is in the newbies thread on here.2

Search Myrtle Parade using the magnifying glass top right - you're not alone and the advice is similar to what you see there (although you're in a hire car so follow the advice from the experts on here).

Thanks for your comments but a lot of the advice seems to contain a lot of assumed knowledge around this subject and I am a complete novice so am struggling to figure out the best approach.
The main question I was hoping someone could answer is: which approach is more likely to get the charge dropped; contacting the owner of the KFC (if I can get the owners details) and telling them I will not be using their services any more or telling the parking control company they cannot pursue this charge as they didn't contact the hire company within 14 days of the event?
Any advice would be greatly appreciated.0 -

If you want the answer to that question you would need to ask the thousands of people in those organisations that respond to customer complaints.
For example, some people might be softened by a frail little old lady pouring out a sob story, whereas a more hardened employee will reject every appeal because it's easy and what the boss wants.
Using your example of a KFC car park, KFC may well have signed an agreement with the car park operator, or their landlord which doesn't allow them to get involved.
And of course it depends a lot on how the motorist writes their appeal. Someone who writes a 'I know my rights' freedom of the land type of appeal might not achieve their objective - but even that depends on the individual who reads it and which side of the bed they got out of that morning.2
