Final water bill

They may be an obvious answer here, however first time moving by myself, lived in my property for 12 years, transferring bill/setting up new property,  and Thames water say I have an outstanding balance of £256. Never been advised before my account is in debt 
pay monthly DD, never been missed 
moved end last day of the month and the month has already been paid. 

I don't have meter 

I have questioned this with TW several times and they just keep saying this is what I owe with no explanations

is this normal ? Is this usually what happens when you close a bill?

Most water billing is in arrears, so you pay the bill issued in one month but that is for a previous month/quarter/six months. What are the billing periods on your final bill as well as the previous bill?
