We want to get a dumb phone for our children for emergencies and are looking for a PAYG option that doesn't require us to top up every month.
Can anyone recommend a provider?

I second GiffGaff for that. You can use it as a straightforward PAYG if that's what you want and it's free calls to any other GiffGaff user if you have one yourselves (albeit you have to top up the credit once every three months to continue free calling).
If there are any others I'd also be interested as I'm with Giffgaff but the O2 coverage at my new house is quite poor so looking for alternatives.0
