DCBL/parking eye ticket

hello,
My wife recently parked at a car park in Livingston and hadn’t realised there was a charge payable. She received a letter via the post with a parking charge - as this is private do we need to pay this?
My wife recently parked at a car park in Livingston and hadn’t realised there was a charge payable. She received a letter via the post with a parking charge - as this is private do we need to pay this?
Further to this, not long after receiving the above charge, another company, DCBL on behalf of parking eye sent a final reminder letter for a parking charge from 10/2019 in Liverpool. My wife has no recollection of ever receiving a parking notice prior and we had no contact from them prior to getting the above charge. Do we have to pay these? I’ve never had to deal with any private parking charges and always see mixed reviews online about to pay or not to pay

If the RK resides in Scotland then ignore them at the moment
Eventually there will be keeper liability in Scotland and then you will see thousands of queries like yours, except that POFA2012 will move the goalposts2 -

Never. Not in Scotland unless they serve papers under the simple procedure.

Just so you know it's not just armchair lawyers on forums who know that (as things stand whilst you don't yet have keeper liability of a properly independent appeals service) you only have to respond to simple procedure letters in Scotland.
And parking case litigation there is as rare as hen's teeth...and has never involved DCB nor ParkingEye.
Perfectly safe. No paying these. But be aware that things will change in a year and drivers need to be a heck if a lot more careful in car parks.

Further replyWe have received a further letter today, reads as follows;FINAL NOTICE OF DEBT RECOVERYyou have failed to pay DBLC the outstanding balance, we will now instruct our client to begin legal action against you which will incur further costs etc etcdo we still ignore this at this stage? Or should we now contact them? They have never provided proof (picture of the car or driver etc) and as said above this is nearly 6 years ago. Any advice would be great0

Re read Coupon-mad 3rd March 8.48 post, try to remember this statement:
"you only have to respond to simple procedure letters in Scotland" and I think these letters would come from a Scottish Solicitor or Sheriff Clerk/Court.

This is rogue practice.
Not only do DCB Group not litigate in Scotland, but this PCN is statute barred (after 5 years in Scotland).

The contravention took place in Liverpool so not sure if we go by 5 years or 6? We have not responded or engaged in any communication with this company.
