Challenge PCN if I was ill when the bay was suspended

I think I'm on a losing wicket with this but just wondered if anyone has won an appeal due to illness, without proof. My car was parked near my house in a Brent council resident parking bay for which I have a residents parking permit but the bay was temporarily suspended while I was unwell. I found a PCN four days after it was issued so appealed on the grounds of being unaware of the suspension due to illness but, it's been rejected. Has anyone successfully appealed a PCN through London Tribunals in these circumstances?

As this is council, please try the FTLA parking forum website, as I mentioned in my earlier reply below to a council issue
