CEL PCN Greenwich High Rd...response to representation

First time poster here, it’s been a very helpful resource so far! I wanted to get some advice on a PCN received beginning of Feb, if anyone can offer any advice ?
I parked in the CEL Greenwich High Rd car park on a Sunday in Feb. The car park is small and at the time very busy with people queuing to get out of the car park. I found a spot then tried to find somewhere to pay but couldn’t see any boards near to me. I was about to give up then saw a few people around a machine near the front of the car park with x1 small sign. There was a couple who were struggling to pay money into the machine then after a couple of minutes they turned around and said it wasn’t working…I then saw on the board that there’s phone app which I tried. This said I need to update the app when I tried to input the dates and times. It then would not let me update the app in Google play. By this time I had given up and decided to leave the car park entirely. I had been in the car park 14 minutes 7 seconds. I then have a PCN via post 10 days later.
I've been through the Newbies sticky and made an appeal to the original PCN using the blue text. I didn't state who the driver was nor any additional info added to the appeal but have just received a email back titled 'Response to Representation'. This states:
I've been through the Newbies sticky and made an appeal to the original PCN using the blue text. I didn't state who the driver was nor any additional info added to the appeal but have just received a email back titled 'Response to Representation'. This states:
"We have carefully reviewed your appeal and/or evidence provided, taking into consideration all the points you have raised in relation to this Parking Charge Notice.
On this occasion, your appeal has been unsuccessful for the following reason:
We have no record of a payment made for the above vehicle registration on the day in question.
There are many clear and visible signs displayed on the site advising drivers of the regulations in force and we maintain a continuous log confirming that the signage remains in place.
It is the responsibility of the driver to ensure they adhere to the parking terms..
It is the drivers responsibility to pay this PCN.”
Should I now start an appeal to POPLA? Any other comments to my process here?
Many thanks in advance

Not a problem you are in the right place, you are dealing with an unregulated scam charge, there is no appeal it's all a sham, in the unlikely even they take this to the small claims court I am sure a judge would see it as just that!2
