UKPC PCN from over 6 yrs ago, changing address. Need to do anything?

Dear MSE community,
Asking for the collective advice here again - I received a PCN from UKPC more than 6 yrs ago for parking outside the bay, it was left on the windscreen, appealed as the driver (this was way before discovering MSE!), rejected at first stage and ignored all subsequent letters from debt collectors.
I am now changing address. Given that more than 6 yrs have now passed since the alleged contravvention, am I safe to assume the matter as closed (i.e. court will not allow something from 2017)?

Yes, they can't do anything legally. But you might as well email them your new address since it costs nothing and because there's nothing to stop them actually putting in a statute barred claim and just lying about the dates to try and get a default judgment.4

I would email the DPO of UKPC with your current address for the service of papers, they must erase all other addresses for you, plus alternatively they must erase your data completely, under the right to be forgotten, under GDPR, because any alleged claim is now statute barred3
