TalkTalk have told me that they have ‘manpower issues’ at their complaints call centre and that is why they won’t put me through. They wasted a day of my week insisting I be at my flat for OpenReach engineers so they could change my landline from analogue to digital ( VoIP). I already had fibre optic cabling and TT admitted they’d made a mistake. The Open Reach engineers had a very frustrating conversation with their hopeless Philippines call centre and then left. TT are insisting I go back to my flat for another appointment but I’m reluctant to waste ANOTHER day due to these clowns messing up. TT have promised me three separate callbacks “ definitely “ they said BUT the U.K based call centre ignore the Philippines/ South Africa call centres ( because of a manpower shortage I guess) . I wasted time on their web chat nonsense - getting to the point where the robot said I was being handed over to an ‘expert’ then NOTHING. I have sent several letters to their CEO but like all not fit for purpose businesses they couldn’t care less and don’t reply.
I will cancel my direct debit because I don’t want them taking anymore of my money.
I’ve contacted Oftel and even the government minister responsible for telecommunications ( Chris Bryant) but I suspect TT can just roll on causing mayhem and nobody can do a thing about it.

Cancelling your direct debit does not cancel any money that you owe them for the contract that you are in.
if you have followed their complaints procedure correctly, which isn’t entirely clear from your post, then you can escalate after 8 weeks to the alternative dispute resolution scheme referenced on Talktalks complaints page.
Oftel no longer exist. If you mean Ofcom, they don’t have the legislative power to deal with individual disputes about broadband.All shall be well, and all shall be well, and all manner of things shall be well.

Most important thing you failed to mention on your worldwide tour talking about foreigners: are you still in contract?If you are then leave as soon as you've completed it. If you are out of contract move.TT are essentially bankrupt anyway.0

CISAS/CEDR is where you go when you've exhausted TT's complaints process, you will need to wait those 8 weeks or until you get a deadlock letter.
If you just cancel your DD you'll get no end of grief, missed payments that could go on your credit files, suspension of service and possibly a block on moving to another ISP, eventually any debt may be sold to a collections agency.0
