Pre pairing just adds extra complications and additional manual overhead which ultimately costs off the bottom line.I expect there are probably two varients, one for SMETS1 and one for SMETS2, that seems to be what other suppliers of CAD devices have to do.0

Either way, it looks like the OP would not be able to simply factory reset and pass along without contacting Octopus:Probably cannot be paired with a second meter without this step.0

UPDATE
For all who say you can not octopus replied and told me anyone on octopus can use it as they do not register or set it up at all before they ship it to people
So if if its a new unused one anyone can use it as its not registered or setup at all untill whoever has it installs it via instructions given in the box2 -
