Can sister use my new octopus mini instead of me

    Could indeed be supplier limitation rather than system limitation. Same as the limitation of pulling HH reads only once a day when other service users do so more regularly.

    Nope. The Home Mini will be paired to the OPs meter, and will only connect to that one.
    If the sister wanted to use it with her meter, she would need Octopus to pair it to her meter - It is not something she would be able to do on her own.
    I can only tell you that Octopus confirmed some time ago on their own forum that the Home Mini is not delivered pre-paired, it is handled during the initial user installation process...
    The only risk is that the meter or even just the firmware on the meter may not be compatible if you pass it to someone else, as they do check the meter/firmware before sending them out.

    That makes sense and is how I would have expected them to do it. Pre pairing just adds extra complications and additional manual overhead which ultimately costs off the bottom line.

    I expect there are probably two varients, one for SMETS1 and one for SMETS2, that seems to be what other suppliers of CAD devices have to do.

    Either way, it looks like the OP would not be able to simply factory reset and pass along without contacting Octopus:
    Probably cannot be paired with a second meter without this step.

    The OP has not yet paired it with his meter, so should be fine to just pass along...

    Actually i found you are wrong. Octopus replied and said my sister and anyone else on octopus can use it as its not set up to anyones home at all till the person sets it up themselves via the instructions

    For all who say you can not octopus replied and told me anyone on octopus can use it as they do not register or set it up at all before they ship it to people 

    So if if its a new unused one anyone can use it as its not registered or setup at all untill whoever has it installs it via instructions given in the box

    No surprise for me at least :)

    ... only caveat though, as I mentioned earlier, is that there may be some meters/firmware out there which are not compatible, but otherwise it should be fine...
