As others have said, if the meter is recording then there's water flowing through it and the water company will charge you for it. Sitting on the phone for several hours wont fix it as generally its not the water companies problem
You need to do some simple checks to see if you have a leak somewhere.
Firstly make sure that all taps are turned off and that not of the overflows are dripping (check toilet bowls to make sure that there isn't a dribble running down the back). Then make sure that the little black cog in the centre of the meter is completely stationary and not creeping.
If its still moving, turn off the internal stop valve (usually but not always under the kitchen sink) - go and check the meter, of its still moving then its more than likely that you've got a leak in the underground pipe between the meter and the internal stop valve. To make doubly sure turn off the stop valve next to the meter.Never under estimate the power of stupid people in large numbers0
