I have just edited my post.  Apologies - I think I misread the Plusnet email and thought my bill was increasing by 3.9%.  I think it must be 3.9% and something else*:

*"
On 31st March 2025, the price for your Plusnet services will be increasing by £1.52 a month. This price change is in line with your current terms and conditions,"

Before editing my post I thought (wrongly) that 3.9% of £21.23 was what the increase would be and I wasn't able to work it out.  There must be an addition to the 3.9% CPI and that will account for the £1.52.  I have re-read the email and I think it is increasing by January 2025 CPI + 3.9% so it is my mistake -  also I think I have posted in the wrong place as it is about my broadband and line rental bill from Plusnet - apologies once more.
