In Scotland -Personal care allowance

My father is in a care home, full time, in Scotland. He cannot walk. He has a wheelchair accessible vehicle in which I can take him out for a drive. He has a Blue card. He is getting a disability Personal Care Allowance (PCA). The Scottish Government often has different named benefits to England. I cannot find anything on the gov.uk site that mentions PCA.
Does the Scottish Personal Care Allowance allow him to claim vehicle tax exemption?

    I'm just wondering if you're confusing Funded Nursing Care (FNC) with a disability PCA - I'm not in Scotland but Google certainly doesn't mention extra payments for PCA relating to disability. 

    I'm going to ask how old your Dad is, and how he got the WAV - if it was through the Motability scheme then this would cover vehicle tax, I believe. I note that PCA in Scotland appears to be payable to under 65s - once he's over this age then Motability is no longer an option. 

    And another question: where is the WAV registered? If at Dad's care home, less of an issue, but IF it is a Motability vehicle AND it is registered to you, then your use of it other than for taking Dad out may not be covered under the Motability insurance.

  • Thanks for the advice. I think I have been confused by the terminology. It was nothing to do with a Motability vehicle. I will try to get information from the council. Thanks again.

    He needs to be getting Scottish ADP to get VED  exemption.

    I assume that the OP was taking about ADP - Which is the Scottish version of PIP !
    Of course, being over 65 does NOT preclude pensioners (English, Welsh or Scottish) from using Motability !!
    The confusion arises from the maximum age that a person can open a new claim for ADP / PIP mobility being currently 65 - but if they are already receiving the benefit - they just carry on as normal..

    That's not correct the age limit for a new claim for either of those is currently state pension age, which is 66.

    As Scottish resident formerly involved in care services I confirm that there has been for many years a 'Personal Care allowance' ( sometimes referred to as free Personal Care) available to pay for personal care services for older people in Scotland and after 2019 to people of any age. This is paid regardless of whether individual lives in their own home or in residential care setting. ( Nursing home or care home.) Assessment for  this is carried out by Local Authority and/or Health service staff. It is paid to people  who need personal care - this does not include transport outside the house. It is paid to individuals who  need personal care, - washing, dressing, toileting, medication, communication and one to one support.

    The National Government operates financial help relating to Disability. What was Disabled Living Allowance - now Personal Independent Payment and ? now ADP in Scotland . This included what was help with the expense of Care aspects of life as well as Mobility needs.
    From what you - PoorDad 555 says - your father at some time in the past was assessed by the Health and Social Care Service staff as needing to live in a care or nursing home. At that point in time he should have received full financial assessment to verify the care home fees as well as  his entitlement to various  benefits. This would include his contribution  - Financial resources in cash or kind including private pension - towards the cost as well as " government contribution" ( DW Pension benefits , personal care allowance, Personal independent payments. local authority contributions). 
    You  have said he has a wheelchair accessible vehicle but do not say if he owns it ( and you use /drive it) or you own it. If  he received the mobility part of the DLA or PIP before he was of 'Pension age '  he would continue to receive this. If not he would not, as Poppy12345 says,  be able to make  a new claim for it.  

    Note: The Personal Care Allowance does not depend on an individuals financial resources but on their care needs.
