Can Reeves decide to tax an existing ISA

I've just read that Labour may be lowering the cash ISA allowance to £4,000.  I know its only rumour/hearsay at present, but given the raids everywhere else, its a very strong possibility.

Could they go after existing ISAs as well?  I've got a decent amount in a self select S&S ISA - So thought I'd ask.
