Overnight Rate For Storage Heaters

I have a flat that my son lives in and we are trying to bring this up to EPC C.
One requirement to do this is the installation of HHR storage heaters.
However, can anyone tell me what the point of this is if you can't get a cheap overnight rate.?
Even BG is not allowing a switch to economy 7.
As far as I can see there are no overnight rates available unless you have an EV.
Am I missing something.? Many thanks.

Why go to a poorly rated supplier like BG when there are far better ones around? Almost everyone offers Economy 7.However, the daytime rate will be higher, and the Day/Night spread varies considerably, so shop around.But if gas or a heatpump aren't realistic options then HHR NSHs can certainly be worthwhile.1

If the meter is a smart meter then it may be worth looking at other suppliers as some will offer tariffs with off peak hours.0

BG, OVO and Octopus have all refused us Economy 7 saying it's being phased out and they no longer support it.
Also, they all refused to offer any sort of overnight tariff unless we could prove EV ownership. I'm not being a numpty, I'm as surprised as you all seem to be.0 -
My Dad is on economy 7 with Octopus and just recently switched last month from EON economy 7.
No EV, small flat with storage heaters.1 -
So - smart meter? if so then a switch to Octopus and their Snug tariff could work well for NSH's. Ovo have had a hostile attitude to fixed time of use tariffs like e7 in past - but right now are in fact installing something in order of 100,000 plus e10 configured smart meters to legacy rts customers - on old sse deals, e10 style and since last Aug at an accelerated rate to thtc customers in NE Scotland.
Octopus surprises me but perhaps they would simply have recommended Snug Octopus instead for storage heating.
My recent quote comparison against there standard e7 deal Snug was c30% cheaper night rate - at 9p/ kWh and yet a 10% cheaper day rate as well.
Only 6 hours overnight i theory - but some users being getting 7 or 8 iirc.
But even if reverted to 6 - If add the winter only afternoon 1 hr boost - tge said total chargd time but offset - an even better solution for many of those without hhr rated devices (so could even save your son if installed a mix if not all cheaper modern lot 20 - dimplex , creda tsre etc iirc about £200 for tge bigger sizes vs rf series quantums etc or a. n. other non Glen Dimplex brand).

They said they are only supporting existing E7 customers and not offering as new as it's being phased out. Clearly different customers are getting different treatment.
However, Octopus Snug does seem to be the way forward and we are switching to this. Many thanks all.
