And what a set-up! That looks like a three-phase meter with a plethora of tails. All the the flying lead (FL) does is supply power to the communications hub (CH); data is still passed from meter to CH wirelessly. If there are no flashing lights on the CH, the FL is probably not getting any power from the (deceased?) meter via its intimate interface (ICHI).
It looks as if the FL was only installed because there isn't room for the CH on top of the meter. They might have picked a better spot for the CH, though, like on the wall beside or above the cupboard. I dread to think what a poor little Zigbee signal has to contend with passing through all those cables.I'm not being lazy ...

You have a 3 phase meter with remote comms hub fitted in a restricted space, so not a run of the mill installation which is probably adding to the delay. Obviously it needs to be fixed but I wouldn't be surprised if your supplier has a get out of jail free card to cover this situation and permit the delay. Having said that, at the very least they should be telling you what any hold up is.0
