Copper switchoff and wayleaves

Hi,
I wonder what Opeanreach is doing to ensure Wayleave agreements are in place and full fibre can be delivered ahead of copper switchoff?
Also, can landlord companies prevent a new provider wayleave agreements for gigabit broadband if there is already another existing provider available?

When it comes to MDU ( multiple dwelling units AKA flats /apartments ) OR asked the appropriate bodies ( Government, Ofcom etc ) if they could assume the existing wayleave for copper could include the addition of fibre under the same wayleave, the appropriate body’s consulted the industry ( Alt Nets ) asking if that was acceptable, the Alt Nets said ‘no chance’
There is no copper switch off date , there is an ambition to have a certain number of dwellings able to order FTTP by a particular date , but that’s not a copper switch off date , some will be on copper pairs for years and years0 -

Question: shouldn't the bodies consult the landlords and management companies instead of Alt Nets?

The logic if you can call it that was if OR can simply use the existing copper wayleave to upgrade to FTTP and the Alt Nets don’t have the same option then OR have an unfair advantage…Ofcom not interested in other providers doing sweetheart deals where they sign up one provider , like council blocks and there preferred network , or any other sharp practise but should OR suggest anything that may get around intransigent freeholders that may actually help consumers their default position is ‘No’1
