Moorside did eventually reply to my email this evening, though this is well outside the 5 working days they stated in the auto response message. I won't post it here, but suffice to say it is a useless reply and does not address the question about VAT.
Why not read some more Moorside LBC threads to see their standard 'get lost' reply? We'd rather not see it again on thread after thread. Better that you know what to expect.
For question two they say that (should they issue a claim) it will be for "unpaid parking charges / breach of contract". Is this a mistake on their part? I paid in full and can prove it.1 -
'Unpaid parking charges' means unpaid PCN. They don't mean unpaid parking fee.

Hi, I'm in exactly the same situation. At Llangrannog on 5 August I paid £3.25 and got a receipt but only part of my reg number printed on the ticket despite me typing the whole number - I'm not daft and have done this hundreds of times before. I've done the normal appeal online and been rejected of course. Do I have to appeal to POPLA now or do I just wait for the threats? I refuse to be bullied. I paid for my parking and can't be held responsible for their faulty machine.0

On the 9th September we drove into the Llangrannog car park only to realise that the beach was not dog friendly. As we had a dog we left the car park a few minutes later (which OPS have said was 12 minutes). We did not check or notice the parking information as we had no intention of staying at the beach.
At the end of October we received a 'Final Demand' from OPS for £100 saying that the parking charge remained unpaid, the period to appeal had passed and the payment was overdue. We never received an initial parking charge in the post. After going on to their website I was directed to a page from which I was unable to access. Two emails later I did receive a reply insisting that the charge had to be paid which I have refused to do out of principle that we did not receive the initial charge notice and therefore had no right to appeal. I have now complained to OPS through their complaints process who will not budge and have said that it is for us to prove to them that we did not receive the initial letter and sent us some text to try and prove that they did send out the initial notice. I have replied contradicting this requesting that they should prove that the initial letter was actually delivered e.g by proof of delivery. They have replied with the followingWe note your assertion that you did not receive the original Notice to Keeper. Our records confirm that the Notice to Keeper was issued in accordance with the Protection of Freedoms Act 2012 and was sent out via post to the address provided by the DVLA for the registered keeper of the vehicle. Under established postal service standards, service is deemed effective when correspondence is correctly addressed and posted. We are therefore satisfied that the notice was properly served.
Having visited a few other websites with regard to OPS practices it appears that the issue of a final notice without victims receiving an initial notice is common.
I have also received two letters from ZZPS and one from GCTT demanding £170 for the £100 Parking fee and £70 debt resolution charges. They have said that OPS will be taking me to court if the charges are not paid by 23 Dec
Any advice would be greatly appreciated as I find the tactics being used by this company quite frankly disgraceful and possibly fraudulent. There are numerous complaints about this car park on this site as well as many others
I personally suffer from PTSD and have found the whole thing extremely stressful. I am also unable to pay the £170 they are demanding as just don't have that sort of money available and I don't have a credit card

It was on BBC Breakfast in February 2025.Ms Nugent added: "So if you’re driving, can’t find a space, you’ve waited perhaps 15 minutes looking for one and then leave, what happens?" The parking expert said: "You, well, you haven’t parked, if you do get a parking charge through the post because the company thinks that you’ve been there parking, then appeal.” Sally said: “So you still might get charged.” Mr Hurley said: “Not if you’ve paid, absolutely not.”
Ms Nugent asked: “But if you haven’t parked, why would you pay?” Mr Hurley responded “If you haven’t parked, then you shouldn’t have a parking charge enforced upon you and ultimately that’s why we have this appeals process.” Ms Nugent asked again: “So you might get charged - if you’d not parked why would you pay?”
Mr Hurley replied: “If you haven’t parked, then I would expect that there’s mechanisms in place to identify people who haven’t parked. But if unfortunately that failsafe doesn’t work, then there’s an appeals process that people say, look, I didn’t park.”
