Virgin Money ISA matured - can it be moved to another provider in addition to new ISA?

Hello all, hoping you can help by addressing this question and pointing me in the right direction.
I had a 2 year Virgin money ISA that matured in December. It was moved to a low interest ISA with Virgin rather than take it out. I opened another ISA for this tax year with a different provider earlier in the year.
In general, can I transfer the Virgin matured ISA to the new ISA at that prferred rate rather than the virgin low rate? If yes, do I need to transfer it that at the same time as I open a new ISA ? Thanks

    In general, yes, you can transfer the old ISA into a new one, but generalisations may not help, as the availability of inward transfers, and any initial funding window, are dependent on individual product terms....
