I have formulated my reply, i ignored a letter about a 8moths ago and got this this month.  I have used the templates plus put my 'evidence' in.  Genuine too.

I am sourcing and seeking independent debt advice and as such, I formally request that this matter be put on hold for an additional 30 days, in accordance with the Pre-Action Protocol for Debt Claims 2017 ('the PAP').

I note that the amount being claimed has increased by a hugely exaggerated amount which the Government called "extorting money from motorists".

Your letter was the first I have received regarding this alleged invoice.  It is an aged debt and one that is not due. 

The date in question, looking back at my records, I was not even in the alleged place and nor was my car.  I was at a horror film festival in london along with my car, proof of ticket purchase is here:

i attached my paypal receipt and festival proof.

It would appear that my number plate may well have been cloned as my car cannot be in 2 places at once.  Please provide evidence that I was the driver and my actual car was at the store in Witham.  

I have two questions, and under the PAP I am entitled to specific answers:

1. Am I to understand that the additional £80 represents what you lot dress up as a 'Debt Recovery' fee, and if so, is this nett or inclusive of VAT? If the latter, would you kindly explain why I am being asked to pay the operator’s VAT?

2. With regard to the principal alleged PCN sum: Is this damages, or will it be pleaded as consideration for parking?

Do i go with that and see what they say or leave other stuff out?  i parked on street parking about 20 mins walk from cinema for free so no parking etc to pay.  My car is also ULEZ free so no ULEZ to pay. I didn't enter the congestion charge zone.
